Biloxi Police are advising motorists to expect slow-moving traffic and delays throughout the day Thursday as President Bush will be in town to deliver the commencement address to Gulf Coast Community College graduates at the Coast Coliseum.
Police are asking motorists to follow instructions of law enforcement officers they may encounter and to respect any traffic barricades that may be erected.
