Stacy L. Thacker, the city’s deputy municipal clerk for eight years, has been named by Mayor A.J. Holloway to replace Brenda H. Johnston as the city’s municipal clerk.
Thacker, who joined the City Hall staff in 1989, graduated from D’Iberville High School in 1986 and earned her associate degree from Mississippi Gulf Coast Community College shortly before joining the city.
She also successfully completed the three-year certification program for municipal clerks and tax collectors through the Mississippi State University Extension Service in May 2004.
Thacker, who turns 44 on Friday, is married to Brian Thacker and the couple has two children, Jacob and Erick.
As municipal clerk, Thacker’s responsibilities will include ensuring that all legal documents – such as contracts, public notices and agreements – are properly executed. In Biloxi, the municipal clerk is also responsible for processing of public records requests and assisting with municipal elections.
For most of her tenure at City Hall, Thacker has worked alongside Johnston, whose last day at City Hall was Friday. Thacker is expected to be sworn in as municipal clerk in January.
Thacker’s promotion also prompted two other moves at Biloxi City Hall. Mayor’s office receptionist Michelle Wescovich has been named deputy municipal clerk, and Human Resources staffer Cecilia Dobbs-Walton has been named mayor’s office receptionist.

Road work: City contractors are expected to wrap up paving work this evening on Pass Road at Big Lake Road and Eisenhower Drive. Retirement: A retirement party will be held for two retiring City Hall staffers — Director of Administration David Staehling and Municipal Clerk Brenda Johnston — Tuesday from 5 to 7 at the Biloxi Visitors Center. The public is invited.
