Mayor Andrew “FoFo” Gilich is asking the Biloxi City Council to consider a three-mill increase as the city works to address rising operating costs while maintaining essential services.
In a message to residents, Gilich acknowledged that no one wants to hear that taxes may increase, but said the proposed adjustment has become necessary as the city faces expenses that have continued to rise in recent years.
The mayor also pointed to the rising cost of providing the day-to-day services residents rely on, including public safety, infrastructure, and other essential city operations. While city revenues have increased, Gilich said expenses have grown at a significantly faster pace.
Biloxi’s eight casinos generated more than $1 billion in gross gaming revenue last year. While the casinos contribute significantly to the local and state economy, the city does not receive all of the gaming revenue or taxes generated in Biloxi. Approximately $133 million in taxes was paid to the State of Mississippi, and about $24 million was returned to Biloxi’s general fund, about $7 million to Biloxi Public Schools, another $3.5 million to other school districts in Harrison County, and $10 million to Harrison County.
Biloxi has not increased its millage rate in more than 25 years. The proposed three-mill increase is intended to help close the gap between the city’s revenues and operating expenses.
Gilich said the proposal is about ensuring Biloxi has the resources needed to continue providing essential services and moving the city forward.
The proposed millage increase is included on Tuesday’s Biloxi City Council agenda.
