Rick Weaver, a decorated Army veteran, became the chief administrative officer on June 10, 2025.
As CAO, Weaver assists the mayor in overseeing the day-to-day operation of city government, supervises all department directors and administrative staff, and reports directly to the mayor.
Weaver has more than 37 years of service, enlisting in the National Guard as a private before becoming an officer. As an Army Engineer, Weaver served at every level of leadership and held primary key staff positions, most importantly during two deployments to Iraq, all culminating with his last assignment as the Construction and Facilities Management Officer.
As the Construction and Facilities Management Officer, Weaver was the principal advisor to the Adjutant General, Chief of Staff, and USP&FO on all aspects of State Army National Guard construction, facility management, environmental, and other associated programs. He managed installation and armory support facilities as well as more than $175 million in new construction across the state in a little more than two years.
Weaver has commanded the two Mississippi Army National Guard installations, Camp McCain in North Mississippi and Camp Shelby Joint Forces Training Center just outside of Hattiesburg. At Camp Shelby, Weaver served as the National Chair for the Training Command and Advisory Council for the National Guard Bureau.
Weaver retired from the National Guard as a Brigadier General in January 2025.
A graduate from Harrison Central High School, Weaver, has a bachelor’s in Public Administration from the University of Mississippi, a master’s in Business Administration from William Carey University, a graduate certificate in Project Management from Columbia Southern University, and a Master of Strategic Studies from the United States Army War College.
