As the city’s Civic Innovation and Development Officer, F. Cliff Kirkland is the primary contact for those looking to do business in Biloxi or expand existing businesses.

His position was created by Mayor Andrew “FoFo” Gilich to help aggressively facilitate new business start ups and expansion of existing business, as well as strategic planning for economic development. Additionally, Kirkland will work with City Attorney Gerald Blessey in creating incentives for innovative high-tech business development citywide and helping coordinate joint economic development efforts with federal, state, and local municipal and county governments.

Kirkland will assist in the mayor’s initiative to make Biloxi a broadband city with a minimum of one gigabit per second internet service to all businesses and residents.

Kirkland also will be responsible for conceiving and implementing innovative enhancements across all city departments.

A Biloxi native, Kirkland is a former newspaperman, city chief administrative officer, casino executive here and in Las Vegas, and development consultant. He also headed Gilich’s transition team after the special mayoral election in May 2015.

Kirkland also currently serves as board member of Biloxi Main Street, having planned and produced the Game Day Experience in conjunction with the arrival of the Biloxi Shuckers and the opening of the new stadium in June 2015.
